1991年のパリ和平協定後、国連カンボジア暫定統治機構（UNTAC）の管理・監視のもとで1993年5月に実施された、カンボジア総選挙は、正式には「憲法制定議会選挙（制憲議会選挙）」と位置づけられている。
目的は、新しい憲法を作るための「憲法制定議会」を選ぶこと、選挙後に召集された制憲議会が憲法案を作成し、
＜1993年4月 プノンペン駐在＞
ポルポト政権時代の内戦状態からようやく脱し、国連によるカンボジア総選挙期間中の1993年4月、私はカンボジア人の通訳を伴い、タイ経由で単身カンボジアに入国した。
プノンペン国際空港では、滑走路にいくつもの穴が開いており、旧式のソ連製戦闘機が待機していた。空港機能は成り立っておらず、持ってきた荷物は乗って来た飛行機の下に置いてあり、自分で持ち、歩いて空港ビルに入った。ここでも機能は不完全で、入国検査も長蛇の列、審査窓口の外から見ていたカンボジア在住の通訳の家族から「担当者に１０ドル払えば日本人なら横から入国できる」と言われ、指示されるまま別の窓口で10ドル支払いビザなしで入国検査をパスした。
そして、国連及び自衛隊によるPKOと文民警察官の派遣、総選挙の中、日本人選挙ボランティアの殺害等、国が成り立っていないカンボジアでは、治安が完全ではなかった。
平和になったとは言え、長い内戦で国土は荒廃し、ゴミはあちこちに山積み状態、下水も詰まっており、雨が降れば道路は洪水、ゴミも混ざり衛生状態は最悪、それでも、昼間はあたらいし商店が出来たり、警察官が街角に立つなど、市民生活は活気に満ちていた。そう普通の市民生活があった。
しかし、夜になると一変し、警官は居なくなり、電気事情が悪く停電が相次ぎ、時折、腹の底に響く機関銃の音が鳴り響いており、プノンペンでは毎日、銃撃による死者が出ていた。
国連による「カンボジア総選挙」は、各国の協力により展開され、平和な国を作るための選挙は、カンボジア旧三派（シアヌーク国王派、親ベトナムのヘンサムリン派、親米の旧ロンノル派）による票の争奪戦が展開、各党派の選挙事務所、掲示板、宣伝カーには人が群なり、プノンペン市内は選挙一色に染まった。
その一方で、内戦の犠牲者、恵まれない子供たち、特に教育はマヒ状態、教師が居なくて学校は閉鎖状態。元教師の人は「アンタック（国連）が、1ヶ月100ドルで、選挙用に職員を募集したので、情けない話だが教師の多くは、都市部、地方からもプノンペンに働きに来てしまった。学校には教師が居なくなり、閉鎖されている」実は、公務員の月給は当時10ドル、それの10倍の100ドルで国連が人を集めたので、こういう結果になったようだ。教育問題は生活問題と同居し、深刻であった。
1993年当時の為替レートは、毎日変化していたが、1ドル＝100円＝3500リエル（1円35リエル）ホテル代2000円、Tシャツ30円、ゴムぞうり50円、米1kg20円、100円で何でも買えた。
＜クメール正月＞
この時期カンボジアは、カンボジアが1年でもっとも祝福ムードにつつまれる「クメール正月」。正月と言えば、世界の多くが1月1日を新しい年を迎える日として祝福するが、カンボジアには1年に3回の正月がある。1月1日はインターナショナル・ニューイヤー、中国文化の影響を受けた2月の旧正月、そして、もうひとつの正月が、4月初旬〜中旬の「クメール正月」である。

インドシナ半島南部、タイ湾に面する立憲君主国。1863年フランス保護領になったが1953年独立。70年クーデターで王制から共和制に、76年民主カンボジア政府を樹立。その後内戦が続き、79年ベトナムに支援されたヘンサムリン派が国土の大部分を支配してカンボジア人民共和国を樹立。民主カンボジア（日本が承認）側はタイ国境の山地に逃れて二つの政府が並立していたが、91年国連による和平協定が締結されて内戦が終結、93年シアヌークを擁して現国名に改称。古くインド文化の影響を受けたクメール族の国で、メコン川の中流域とトンレサップ湖岸で米作が盛ん。アンコール-ワットなどの遺跡がある。住民は小乗仏教を奉ずる。首都プノンペン。面積18万平方キロメートル。人口９０５万人（1992）。カンプチア。正称、カンボジア王国。
Ａ Cambodian general election
Cambodia was able to escape
from the state of the civil war in the Pol Pot political power age at last, and
to be executed a Cambodian general election by the United Nations.
I was accompanied by Cambodian people's
interpreter, and entered a country in Cambodia all alone in April, 1993.
The public peace was not
complete while the civilian policeman was sent with PKO by the Self Defense
Forces in Japan, and the general election was executed in Cambodia of the
murder of the Japanese election volunteer etc.
The country goes to ruin in
a long civil war though it became peaceful, and, here and there, garbage is
piled.
If it rained, drainage was
blocked, too and the mixing hygienic condition was the worst. the flood and
..road.. garbage
It was regrettably, and
still, the shop opened the shop, and the citizens life was effervescent as the
policeman stood in the street corner in daytime.
However, the policeman
changed completely, was not, come badly one after another the power failure,
sometimes sounded the machine gun that sounded in the bottom of the belly by
electric circumstances, sounded, and the dead by gunfire went out in Phnom Penh
every day when the night came.
"Cambodian general
election" by the United Nations was developed by the cooperation of each
country, and the competition of the election vote by three Cambodian old sects
(king Sihanouk faction, Heng Samrin faction in parents Vietnam, and a
pro-American old Ronnol faction) was
developed as for the election to establish the peaceful country, and the person
was a crowd, and the Phnom Penh city was dyed to one election color in a
campaign office, a bulletin board, and an advertising car of each league.
The victim and children of
the civil war not given were abundant on the other hand, and the education was
being paralyzed especially.
There is no teacher and the
school is in the state of the close.
Former teacher's person｢Many of teachers have come to
Phnom Penh to work because the United Nations recruited the staff for one month
for 100 dollars for the election though it is a miserable story. The teacher is
not, and has been closed by the school. ｣
To tell the truth, because
the United Nations had gathered the person for ten dollars and 100 ten times it
dollars at that time, civil servant's salary seems to have become such a
result. An educational problem cohabited with the life problem, and was
serious.
The exchange rate of those
days changed every day, but I was sold and was able to buy 1 dollar =100 yen
=3500 riel (1 yen 35 riel) hotel charges 2000 yen, T shirt 30 yen, rubber for
50 yen, rice 1kg 20 yen, 100 yen why.
