鵜住居川の近くJR鵜住居駅の鵜住居地区防災センターは、日頃の防災訓練で、住民が集まる施設。当時、津波警報が鳴り響く中で避難をし、「防災センター」の2階にある「第一研修室」に200人以上が避難し、162人（市推計）が亡くなっている。本来ではあれば、「防災センター」は、津波が発生した場合の避難施設ではない。あくまでも、「避難訓練のための仮の避難場所」だった。しかし、地域住民の避難訓練でセンターが使用されていたために、「センター＝避難所」と意識され、2010年のチリ津波でも、多くの住民が避難していた。（安全性を誤認されていた「仮の避難場所」）
The Unosumai District Disaster Prevention Center, located near the Unosumai River and adjacent to JR Unosumai Station, is a facility where residents gather for daily disaster prevention drills. At that time, tsunami warnings were sounding and more than 200 people evacuated to the 1st Training Room on the 2nd floor of the Disaster Prevention Center, and 162 people (city estimate) died.
Originally, the "disaster prevention center" was not an evacuation facility in the event of a tsunami, but a "temporary evacuation site for evacuation drills."

私が2013年5月に来た時に、防災センターの傍にいた人に当時の話を聞いた。「地震が収まり皆が防災センターに集まってきた。暫くすると鵜住居川の堤から、風呂桶からゆっくりと水が溢れ出るように真っ黒い水が表れたと思った瞬間、怒涛のように津波が押し寄せて、あっという間に建物が飲み込まれてしまった。私の家も流され、跡形もない。
When I came in May 2013, I asked a person who was near the disaster prevention center about what happened at that time. "After the earthquake subsided, everyone gathered at the Disaster Prevention Center. After a while, black water appeared from the bank of the Unosumai River, like water slowly overflowing from a bathtub. The building was swallowed up in no time. My house was washed away, leaving no trace.”
＜うのすまい・トモス＝釜石祈りのパーク＞
うのすまい・トモスは「東日本大震災の記憶や教訓を将来に伝えるとともに、生きることの大切さや素晴らしさを感じられ、憩い親しめる場」としている鵜住居駅前エリア。
「釜石祈りのパーク」は、鵜住居地区防災センター」があった場所付近にあり、東日本大震災で津波にのまれるなどして亡くなった人たちの名前が刻まれた「芳名板」があり、犠牲者を慰霊、追悼するとともに、震災の教訓を後世に伝える施設。
<Unosumai Tomos = Kamaishi Prayer Park>
Unosumai Tomos is an area in front of Unosumai Station where people can pass on the memories and lessons of the Great East Japan Earthquake to future generations, as well as feel the importance and splendor of living, and relax.
The Kamaishi Prayer Park is located near the site of the Unosumai District Disaster Prevention Center. A facility to mourn and mourn those who lost their lives, and pass on the lessons of the earthquake to future generations.

新設された、三陸鉄道リアス線の鵜住居駅では、偶然に上下線に電車が入線。なんと、カキのキャラクターぬいぐるみ「オイッスさん」に出会った。
